President Barack Obama sent his final budget to Congress on Tuesday,
offering a $4 trillion spending blueprint that would pour billions into clean
energy, education and Medicaid, and pay for it by raising taxes on big banks
and the wealthy, among other proposals.
For fiscal 2017, the budget calls for $1.1 trillion in discretionary
spending, an amount that abides by the caps set by last year's bipartisan
budget deal.
